mandate

Vision

The Quality Council for Trades and Occupations (QCTO) is a Quality Council established in 2010 in terms of the Skills Development Act Nr. 97 of 1998.

Its role is to oversee the design, implementation, assessment and certification of occupational qualifications, including trades, on the Occupational Qualifications Sub-Framework (OQSF).

The QCTO also offers guidance to skills development providers who must be accredited by the QCTO to offer occupational qualifications.

To effectively and efficiently manage the OQSF in order to set standards, develop and quality assure national occupational qualifications for all who want a trade or occupation and, where appropriate, professions.

Occupational learning system process

This is a dual system quality assurance process that ensures that all the relevant role players within the OQSF space understand all process steps required in occupation training. The process model is developed based on the current legislation without trying to re-allocate roles and responsibilities. The QCTO owns the steps highlighted in red.
